A well-prepared UFR Specification document includes a Justification Statement. A Justification Statement describes why the requirement is needed. To explain and support your need use:

• Policy: list laws, policies, regulations, and directives that may provide background on, and support for the requirement
• Mission: provide statements which reflect language in your Program’s Mission and Vision Statements, the Guiding Principles and overarching Program goals that support and justify the requirement
• COLS: provide data from the funded COLS level that justify the requirement
• Program Standards: document whenever a UFR is a specific and measureable deliverable or output of your Program
