Introduction

As an Installation Program Manager (IPM), you must work closely with your Installation Fleet and Family Readiness (FFR) Director, Regional Program Director (RPD), and Installation Commanding Officer (ICO) to ensure that Appropriated Funds (APF) are utilized to their fullest potential. Your Installation FFR Director and your RPD need your assistance in accurately identifying areas in your Programs that are overfunded and underfunded at specific time points in the Planning, Programming, Budgeting, and Execution System (PPBES). You are also needed to assist in projecting future Program needs for your Installation Programs. This process is initiated in the POM data call. The CNIC, Commander, Navy Installations Command (CNIC) Strategy and Future Requirements (N5) organization is a primary driver in the POM process. The CNIC Comptroller (N8) and regional N8 offices will interpret and write budget justification stemming from the POM results.
