During the fiscal year, Congress authorizes specific funding bills to ensure the government's operation. If these bills are not processed through the Congressional system in a timely manner, Continuing Resolution (CR) legislation allows government agencies to operate while a bill is deliberated. Commander, Navy Installations Command (CNIC) and the Region provide guidance during the temporary funding period. Congressional procedures outlined under CR ensure continuous operation of government facilities and Programs.
