Execution Process

In order to diligently execute funds:
- Spend only funds that have planned, programmed, and budgeted
- Follow the four steps of the Execution Process, which include commitment, obligation, receipt, and expenditure
- Obligate your funds in a timely manner, in the quarter in which they were allotted, and according to your Phase/Obligation Plan
- Ensure that your entire annual budget is spent by the end of the fiscal year

Labor Funds
|
Appropriated Funds (APF) for Labor come from various appropriations and sources; costs associated with civilian Labor include:
- Payroll
- Leave and holiday pay
- Benefits
Steps an Installation Program Manager (IPM) can take to fully execute Labor:
- Maintain an appropriate staffing strategy
- Develop and adhere to an effective work schedule
- Monitor staff hours worked

Non-Labor Funds
|
APF Non-Labor may be directly expensed for the procurement of supplies and services. The following Programs also have the opportunity to convert APF Non-Labor dollars into Non-Appropriated Funds (NAF), and use those NAFs for either Labor or Non-Labor expenditures:
- Child and Youth Program (CD)
- Fleet and Family Support Program (FS)
- Morale, Welfare, and Recreation (MW)
An IPM should:
- Establish a staffing strategy for NAF employees
- Maintain and monitor a work schedule
- Monitor hours worked for all employees
